This book provides a critical examination of NATO’s evolving strategic and operational roles in the Western Balkans since the disintegration of Yugoslavia in 1991, with a particular focus on Bosnia, Kosovo and the former Yugoslav Republic of Macedonia, in both the conflict and post-conflict phases. While there is a myriad of literature available on the various conflicts that engulfed the former Yugoslavia after the collapse of communism, less has been written on NATO’s overall role in these conflicts. This text, therefore, fills the gap, offering a thematic study of NATO’s roles and duties in this region from the early 1990s to the present day. The ‘levels of analysis’ introduced by Mulchinock provide a new framework for examining NATO’s response to the Yugoslav wars of secession, focusing on the role of key NATO member states and the role of different NATO Secretaries-General, along with the impact of inter-institutional cooperation (and conflict) with other international organisations.
The Montenegrin Warrior Tradition : Questions and Controversies over NATO Membership

Montenegro has been a much neglected part of former Yugoslavia. This book aims to scrutinize the identity debates in Montenegrin public opinion over the question of membership to NATO and to explore how narratives created for that purpose have been linked with Montenegrin identity, history, tradition, and the concept of Montenegrin masculinity. The intertwining of the question of identity with that of NATO membership, and the inseparability of these issues from the context of quotidian politics produces an array of controversies among Montenegrin citizens. The book interprets the public and private debates about Montenegro joining NATO through the prism of anthropological studies of identity; in particular those focused on a general theory of culture and the anthropology of multiculturalism.

Defence reform has been a major component of Bosnia's stabilisation and nation-building. Though true for many cases of post-conflict transition, it is especially so for Bosnia, which arguably has the most complex state structure in Europe. Ten years on from the start of Bosnia's defence-reform process, this book records and reviews the Bosnian experience of defence reform. The monograph offers policy-makers, practitioners and academics knowledge of the specific case of Bosnia and Herzegovina, and makes these insights relevant to defence-reform efforts in other contexts. The research is based on original sources and an extensive set of interviews and talks with key individuals including ambassadors, ministers and civil servants, and other senior national and international actors, in addition to discussions with several hundred politicians at local levels, students and NGO representatives. The authors also use their first-hand knowledge and insights to complement the documentation, interviews and discussions.
NATO's Gamble : Combining Diplomacy and Airpower in the Kosovo Crisis, 1998-1999

This book examines the key political, diplomatic, and military processes that shaped NATO's management of the 1998-1999 Kosovo crisis and how airpower became the main instrument in its strategy to coerce the Federal Republic of Yugoslavia (FRY) to accede to its demands. The author provides a frank analysis of the air campaign and discloses the origins and content of NATO's thinking on how force was used to succeed politically in altering the behavior of FRY president Slobodan Milosevic. Known as Operation Allied Force, the air campaign was the first war against a sovereign nation in NATO's history and the first combat operation conducted for humanitarian objectives against a state committing atrocities within its own borders. The author reveals that from the outset, the military leaders set to execute the campaign had no clear strategic guidance on what the operation was to achieve, and he further argues that the airpower community's general focus on high-intensity wars hampered them from developing strategies to fit the political complexities of the Kosovo crisis. By calling attention to mistakes made in Kosovo, the author hopes similar problems can be avoided by those crafting policy strategies in future crises.

In the case of the MAP-states, the focal question is : are any (or all) of this trio (Albania, Croatia and Macedonia) ready - or soon likely to be ready - to proceed to accession ? In the case of the PfP candidates (Bosnia and Hercegovina, Serbia and Montenegro), the question is : should they now be allowed into the non-members' club, and have they got what it takes to follow the MAP course thereafter ?
