Arab Climate Futures : Of Risk and Readiness by
Climate change in the Middle East and North Africa is a story of injustice and paradox. Injustice because while the region has contributed a mere 3% of total global CO2 emissions over the past century and a half, it will be severely impacted by its effects. Paradoxical because although the alarm was raised already several decades ago that the region is at risk from the fallout of climate change, public awareness and policy responses have been even slower to emerge than elsewhere. Although recent developments have contributed to a growing insight that climate change is not 'just' an environmental affair, it still ranks below the many other challenges the region is grappling with, particularly economic and security issues. Climate change poses one of the biggest challenges facing humankind. The European Union (EU) has developed into a leader in international climate change politics although it was originally set up as a 'leaderless Europe' in which decision-making powers are spread amongst EU institutional, member state and societal actors. The central aim of this book, which is written by leading experts in the field, is to explain what kind of leadership has been offered by EU institutional, member state and societal actors. Although leadership is the overarching theme of the book, all chapters also address ecological modernisation, policy instruments, and multi-level governance as additional main themes. The book chapters focus on the Commission, European Parliament, European Council and Council of Ministers as well as member states (Britain, Germany, France, the Netherlands, Poland and Spain) and societal actors (businesses and environmental NGOs). Additional chapters analyse the EU as a global actor and the climate change policies of America and China and how they have responded to the EU's ambitions. Environmental migration is not new. Nevertheless, the events and processes accompanying global climate change threaten to increase human movement both within states and across international borders. The Inter-governmental Panel on Climate Change has predicted an increased frequency and severity of climate events such as storms, cyclones and hurricanes, as well as longer-term sea level rise and desertification, which will impact upon people's ability to survive in certain parts of the world. This book brings together a variety of disciplinary perspectives on the phenomenon of climate-induced displacement. With chapters by leading scholars in their field, it collects in one place a rigorous, holistic analysis of the phenomenon, which can better inform academic understanding and policy development alike. Governments have not been prepared to take a leading role in developing responses to the issue, in large part due to the absence of strong theoretical frameworks from which sound policy can be constructed. The specialist expertise of the authors in this book means that each chapter identifies key issues that need to be considered in shaping domestic, regional and international responses, including the complex causes of movement, the conceptualisation of migration responses to climate change, the terminology that should be used to describe those who move, and attitudes to migration that may affect decisions to stay or leave. Climate Conflict : How Global Warming Threatens Security and What To Do About It by
'Climate change has been a key factor in the rise and fall of societies and states from prehistory to the recent fighting in the Sudanese state of Darfur. It drives instability, conflict and collapse, but also expansion and reorganisation. The ways in which cultures have met the climate challenge provide object lessons for how the modern world can handle the new security threats posed by unprecedented global warming. Combining historical precedents with current thinking on state stability, internal conflict and state failure suggests that overcoming cultural, social, political and economic barriers to successful adaptation to a changing climate is the most important factor in avoiding instability in a warming world. The countries which will face increased risk are not necessarily the most fragile, nor those which will suffer the greatest physical effects of climate change. The global security threat posed by fragile and failing states is well known. It is in the interest of the world's more affluent countries to take measures both to reduce the degree of global warming and climate change and to cushion the impact in those parts of the world where climate change will increase that threat. Neither course of action will be cheap, but inaction will be costlier. Providing the right kind of assistance to the people and places it is most needed is one way of reducing the cost, and understanding how and why different societies respond to climate change is one way of making that possible.'
Social Dimensions of Climate Change : Equity and Vulnerability in a Warming World by
Climate change is arguably the most profound challenge facing the international community in the 21st century. It is as much a challenge for poverty reduction, growth and development as it is a global environmental issue. It could undermine or reverse progress in reducing poverty and attaining the Millenium Development Goals, thereby unraveling many of the development gains of recent decades. It already threatens the livelihoods, health and well-being of millions of people worldwide, and of the poorest and most vulnerable groups in particular. And it has potentially far-reaching implications for international relations and for personal, national and regional security.While significant uncertainties still remain, tremendous strides have been made over recent years in improving scientific understanding of the human processes driving global climate change and the likely impacts on world ecosystems. What is much less well understood is how these dynamics in the physical environment will interact with those of socio-economic systems, what the consequences will be for society, and how best to address them. In order to focus attention on these previously neglected and poorly understood social dimensions of climate change, the World Bank convened an international workshop in March, 2008, with the participation of community activists, former heads of state, leaders of Indigenous Peoples, representatives of non-governmental organizations, international researchers, and staff of the World Bank and other international development agencies. This edited volume brings together revised versions of many of the papers presented during that workshop, as an initial step in taking stock of existing knowledge on the social dimensions of climate change. Several new papers were also commissioned for this volume.
