Tactical Inclusion

The revolution in military recruitment advertising to people of color and women played an essential role in making the US military one of the most diverse institutions in the United States. Starting at the dawn of the all-volunteer era, Jeremiah Favara illuminates the challenges at the heart of military inclusion by analyzing recruitment ads published in three commercial magazines: Sports Illustrated, Cosmopolitan, and Ebony. Favara draws on Black feminism, critical race theory, and queer of color critique to reveal how the military and advertisers affected change by deploying a set of strategies and practices called tactical inclusion. As Favara shows, tactical inclusion used representations of servicemembers in the new military to connect with people susceptible to recruiting efforts and rendered these new audiences vulnerable to, valuable to, and subject to state violence. Compelling and eye-opening, Tactical Inclusion combines original analysis with personal experience to chart advertising's role in building the all-volunteer military.
Women, Peace and Security in Military Operations

Civilians are disproportionately impacted by contemporary armed conflict, with women, children, and other vulnerable groups among the most affected. Effective military operations occur against the backdrop of two major shifts in international thinking on security: Human Security and the Women, Peace and Security agenda (WPS). These innovations have radically transformed the field of contemporary security studies and continue to evolve and be debated in both academic and policy circles. However, militaries have been slow to adopt these ideas and adapt their behaviours to account for the importance of protecting civilians, gender mainstreaming, women's participation, responsibilities on children in conflict, and preventing egregious crimes, such as modern slavery and human trafficking. This book is a conversation between academics and civilian and military practitioners to better understand the contemporary challenges and obligations militaries have towards realising the WPS agenda. Conflict-Related Violence against Women : Transforming Transition

By comparatively assessing violence against women in three conflict-affected jurisdictions (Liberia, Northern Ireland and Timor-Leste), this book empirically and theoretically expands current understanding of the form and nature of conflict-related violence against women. Employing a disaggregated and aggregated approach, the book first documents violence against women in each context's pre-, mid- and post-conflict phase, and then assesses the relations between the violence in each phase on an aggregated basis. Through this approach, the author highlights a wider spectrum of conflict-related violence against women than is currently acknowledged. She identifies a range of forces that simultaneously push open and close down spaces for addressing violence against women through post-justice mechanisms. The book proposes that in the aftermath of conflict, a transformation rather than a transition is required if justice processes are to play a role in preventing gendered violence before conflict and its appearance during conflict.
Wartime Sexual Violence

Reports of sexual violence in armed conflict frequently appear in political discussions and news media, presenting a stark contrast to a long history of silence and nonrecognition. Conflict-related sexual violence has transitioned rapidly from a neglected human rights issue to an unambiguous security concern on the agendas of powerful states and the United Nations Security Council. Through interviews and primary-source evidence, Kerry F. Crawford investigates the reasons for this dramatic change and the implications of the securitization of sexual violence. Views about wartime sexual violence began changing in the 1990s as a result of the conflicts in the former Yugoslavia and Rwanda and then accelerated in the 2000s. Three case studies--the United States' response to sexual violence in the Democratic Republic of Congo, the adoption of UN Security Council Resolution 1820 in 2008, and the development of the United Kingdom's Preventing Sexual Violence in Conflict Initiative--illustrate that use of the weapon of war frame does not represent pure co-optation by the security sector. Rather, well-placed advocates have used this frame to advance the antisexual violence agenda while simultaneously working to move beyond the frame's constraints. Gender and Diplomacy

This volume provides a detailed discussion of the role of women in diplomacy and a global narrative of their current and historical role within it. Integrating the US Military

How have the US Armed Forces been transformed by integration? One of the great ironies of American history since World War II is that the military--typically a conservative institution--has often been at the forefront of civil rights. In the 1940s, the 1970s, and the early 2000s, military integration and promotion policies were in many ways more progressive than similar efforts in the civilian world. Today, the military is one of the best ways for people from marginalized groups to succeed based solely on job performance. Integrating the US Military traces the experiences of African Americans, Japanese Americans, women, and gay men and lesbians in the armed forces since World War II. Women in Modern Terrorism

Yet much remains to be understood about why women join terrorist organizations and why groups choose to incorporate them into their structures and operations. Gender Integration in Nato Military Forces

Numerous states have passed gender integration legislation permanently admitting women into their military forces. As a result, states have dramatically increased women¿s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women¿s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women¿s movements on the domestic level, are contributing to greater gender integration in the military.

The United Nations Security Council, in 2000, unanimously passed a resolution calling for women¿s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ¿conflict¿ and ¿post-conflict¿ situations. But what difference has this international agenda on ¿Women, Peace and Security¿ made to women¿s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women¿s activism and for peace and security. Conflict not only reconfirms social hierarchies and power relations, but also motivates people to transgress cultural boundaries and redefine their self-images and identities. A second set of chapters focuses more explicitly on the bodily experience of conflict either physically of symbolically, while the last set straddle body and narrative. The inductive quality of the work leads to unexpected insights and does give access to worlds that are new, and often surprising and unconventional.

This book investigates challenges to the U.S. military's gender regime of hetero-male privilege. Examining a broad set of discursive maneuvers in a series of cases as focal points - integration of open homosexuality, the end of the combat ban on women, and the epidemic nature of military sexual assault within its units - the author examines the contemporary link between gender and military service in the United States, and comprehensively analyzes forms of gendering produced by the military as an institution. Using feminist interpretivist methods to analyze an impressive combination of visual, textual, archival, and cultural materials, the book argues that despite policy changes since 2013 that may be positioned as explicit episodes of degendering, military officials have simultaneously moved to counteract them and reinforce the institutions gender regime of hetero-male privilege. Importantly, these (re)gendering processes continue to prioritize certain forms of service and sacrifice, through which a specific version of masculinity - the masculine warrior - is continuously promoted, preserved, and cemented.

At the time of its adoption in October 2000, United Nations Security Council resolution 1325 on Women, Peace and Security (WPS) was hailed as a turning point for women involved in conflicts, peacemaking, peacekeeping and post-conflict reconstruction. Resolution 1325 required all efforts aimed at resolving conflicts and building peace to be inclusive, gender-sensitive and transformative for women. In recent years, National Action Plans (NAPs) on WPS have become one of the most commonly used tools by states to channel, assess and monitor the implementation of resolution 1325 and other UN WPS resolutions.This book presents an edited version of the proceedings of the NATO Advanced Research Workshop (ARW) on 'National Action Plans on Women, Peace and Security', held in Dublin, Ireland, in May 2016. The workshop brought together representatives from various states, as well as academics, and members of civil society and international organizations, to discuss their experiences with NAPs and to critically reflect on the role of NAPs in supporting the implementation by states of the WPS framework.The aim of this book is to disseminate the key arguments, findings, and recommendations which emerged from the discussions held at the ARW.
