Feminist Perspective on Russia's War in Ukraine: Hear Our Voices aims to give voices to feminist scholars from Ukraine and the wider Central and Eastern European (CEE) region. This volume, recognizing the long-neglected nature of the war evolving since 2014, offers a compilation of essays contributed by scholars spanning diverse disciplines and practitioners alike. Employing a wide array of data sources and methodologies--encompassing archival research, media analysis, legal examination, surveys, in-depth interviews, participant observation, and feminist autoethnography--this book undertakes a broader exploration of how gender norms have been transgressed and cultural expectations of womanhood and manhood have evolved within the context of Ukraine from 2014-2023. Representing an early collaborative effort among Ukrainian and CEE feminist scholars, this compilation aims to showcase locally nurtured perspectives on Russia's invasion of Ukraine to a worldwide audience, with the overarching goal of sparking the development of fresh methodologies and approaches that can untangle the complex interconnection between gender and warfare.

The last decade has seen countless cases of women being fired, disciplined, protested or no-platformed for their views on sex and gender. Gender and the Governance of Terrorism and Violent Extremism
This book brings together a variety of innovative perspectives on the inclusion of gender in the governance of (counter-)terrorism and violent extremism. Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism (CT/CVE). As a result, commitments to gender-sensitivity and gender equality in international and regional CT/CVE initiatives, in national action plans and at the level of civil society programming, have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, there is a need for more systematic analysis of how concerns about gender are being incorporated in the governance of (counter-)terrorism and violent extremism and how it has affected (gendered) practices and power relations in counterterrorism policy-making and implementation. Ranging from the processes of global and regional integration of gender into the governance of terrorism, via the impact of the shift on government responses to the return of foreign fighters, to state and civil society-led CVE programming and academic discussions, the essays engage with the origins and dynamics behind recent shifts which bring gender to the forefront of the governance of terrorism. A detailed account, based on fieldwork and interviews, of how Women, Peace and Security norms are militarized and put at the service of operational effectiveness.International organizations and governments want to increase women's participation in military operations and peacebuilding. Gender equality is increasingly seen as the antidote to conflict, a key factor in achieving stability. While feminist activism inspired the emergence of these norms on gender and conflict, they were institutionalized through the Women, Peace and Security (WPS) agenda, with the military at the forefront of those changes. In Deploying Feminism, Stéfanie von Hlatky tells the story of how the military has been delegated authority to advance gender equality as part of their activities, while simultaneously tackling increasingly complex threats. Drawing upon fieldwork and interviews, she illustrates how NATO, the world's foremost alliance, has even embedded these ideas in the planning and execution of its missions. For troops deployed on NATO missions, this often means seeking out women in their operating area to improve intelligence gathering activities. While this helps the mission, does it help women and conflict-affected communities? Because of the military's focus on operational effectiveness above all else, von Hlatky argues that there is a distortion of WPS norms, as gender equality concerns fade into the background. Looking at NATO's ongoing operations in Iraq, Kosovo, and the Baltics, Deploying Feminism details the process by which Women, Peace and Security norms are militarized and put at the service of operational effectiveness. Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. Just as importantly, it addresses the gaps in knowledge on and the future direction of scholarship on WPS. The handbook particularly aims to build on the findings from the 2015 Global Study of Resolution 1325, commissioned by the UN-Secretary General. Over the course of six sections, the handbook addresses the concepts and early history behind WPS; the theory and practice of WPS; international institutions involved with the WPS agenda; the implementation of WPS in conflict prevention, peace operations, peace building, arms control, human-rights protection, and protection of civilians; connections between WPS and other UN resolutions and agendas; and the ongoing and future challenges of WPS.
Women and Gender Perspectives in the Military by
Women and Gender Perspectives in the Military compares the integration of women, gender perspectives, and the women, peace, and security agenda into the armed forces of eight countries plus NATO and United Nations peacekeeping operations. This book brings a much-needed crossnational analysis of how militaries have or have not improved gender balance, what has worked and what has not, and who have been the agents for change. The country cases examined are Sweden, the Netherlands, Canada, the United States, the United Kingdom, Israel, Australia, and South Africa. Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.
NATO, Gender and the Military by
This book examines NATO's engagement with gender issues through its military structures. Drawing on newly declassified NATO documents, this volume provides the first comprehensive account of NATO's long-established engagement with gender issues. These documents bring to the fore the stories of the NATO women and 'gender men' who have organized within NATO across the decades to advocate on gender issues and highlights the continued challenges to pursuing transformative agendas within resistant institutions. The book argues that NATO is an institution of international hegemonic masculinity, with gender norms and values learned by member and partner states through socialization and the engagement of a masculinist protection logic. Women in the Military by
The role, status, and treatment of women is one of the major issues confronting the military today. This volume provides a range of perspectives on the magnitude of concerns, the sources of problems, how issues might best be addressed, and the future for women in the armed services. It is based on a special issue of the journal Gender Issues, supplemented with additional contributions from leading scholars. Historical and theoretical perspectives are provided by Lorry M. Fenner and Jean Bethke Elshtain. Fenner focuses on the role of women in the military since 1940, and argues for broader inclusion of women as well as other groups that have previously been restricted from full participation. Elshtain analyzes the extraordinary ability of war to draw both women and men into civic life, and observes how it calls forth and establishes a sense of particular identity for both men and women. Critical views are provided by other scholars. Laura L. Miller examines the feminist movement's insistence on full participation in combat units. Former Army chaplain Marie deYoung provides qualitative and quantitative data on military readiness and unit cohesion in mixed gender units. Leading military scholars (Mady W. Segal, David R. Segal, Jerald G. Bachman, Peter Freedman-Doan, and Patrick M. O'Malley) review national surveys comparing male and female high school seniors' responses to surveys conducted on questions about their propensity to enlist. Male-female differences are also addressed by Judith Hicks Steihm, who looks at the opinions each group has about the capabilities and performance of women. She finds differences by rank on questions as to how hard female soldiers work as compared to male soldiers and whether women are ready for combat duty.
